Yes it is. Just 2 Level 4 Dinosaur-Type Monsters and you have a 2300 Attacker that can negate any effect.
What can this card stop?
In Damage step, it can Negate Gorz, Tragoedia, and Battle Fader.
Other cards it can stop is Effect Veiler, Tour Guide, Trishula, Bronaic, and Archlord Krystia.
There are too many cards to list but those are the top card in this format.
But there is not enough good Dinosaur-Types.
Well, Hydrogedden can easily bring out another Hydrogedden.
A new card from Photon Shockwave call Rescue Rabbit. Rescue Rabbit can easily get 2 Normal Monster with Level 4 on the field.
