By looking at the picture, my guess is that Tour Bus From the Underworld will be Special Summoning another LV3 Fiend or Zombie in the graveyard.
That is my guess on the effect.

I think it might be something like, when its special summoned grab a lvl 3 fiend from the deck, and this effect cant be negated, so it'd work with Tour Guide really well
